Seven gaps that hold a territory back
For each: what we observe in the field, then ODT's response.

Knowledge
In the field : Communes do not know the nature, volume or value of their resources. Without reliable data, they can neither decide nor convince an investor.
ODT's response : Territorial scan, geographic information system, digital observatory.

Engineering
In the field : Communal development plans remain barely operational. Projects are not bankable. Works sites are abandoned.
ODT's response : Territorial economy plans, preliminary and detailed design files, project management support.

Processing
In the field : Raw materials are sold unprocessed. First-stage processing units, cold storage and warehousing are missing.
ODT's response : Integrated value chains and economic basins.

Skills
In the field : Training does not match employment. It is mostly theoretical, and few technical trades are available locally.
ODT's response : Territorial Skills Academies, farm-schools.

Financing
In the field : Local taxation is weak and poorly collected. Funders have no mature projects to finance.

Essential services
In the field : Water, electricity, street lighting, sports and cultural spaces are insufficient, or out of order for lack of an operator. This living environment pushes young people to leave.

Trust
In the field : Mistrust runs both ways between the State, communes, funders, businesses and communities. Land-tenure and non-payment risks add to it.

The method
A five-stage method
Reveal, transform, add value, capture, endure. The cycle (decide, structure, build, verify, steer) describes a programme; the method describes the economic transformation of a territory. Both coexist.

Reveal
Key question : Which resources, in what volumes, at what value?
Tools : Geographic information system, remote sensing, inventories, household and business surveys, analysis of market flows.

Transform
Key question : Where is value lost, and what can be processed locally?
Tools : Value-chain analysis, market studies, technical and economic sizing.
Deliverable : Portfolio of processing projects

Add value
Key question : Who invests, who operates, who buys?
Tools : Structuring of cooperatives and SMEs, purchase contracts, financial structuring, public-private partnerships.
Deliverable : Bankable files and agreements

Capture
Key question : How do the commune and households capture the value created?
Tools : Digital local taxation, fees on communal assets, local content, jobs.
Deliverable : Revenue plan and impact dashboard

Endure
Key question : What holds once the project is delivered, and in the face of shocks (climate, health, prices, political cycles)?
Tools : Operation and maintenance plan, designated operator, annual provision, operator training, climate and One Health monitoring in the observatory.
Deliverable : Durability plan and follow-up at 6, 12 and 24 months
The PTE-R motto belongs to the AGROVITA division. The five-stage method extends it to the scale of the territory, with a fifth stage, Endure, that answers a simple rule: a territory creates value only if what has been built keeps producing despite disruption.
