Pillar 6

Youth and women

Jobs and activities at home, for those who leave because they cannot find any.

What the territory lives

Young people migrate to big cities. Women process and sell a great deal, but have little access to secure land and credit. Local public contracts often remain closed to them.

What doing nothing costs

  • The territory loses its driving force and rural exodus deepens.
  • Women remain confined to activities without equipment or financing.
  • A programme that does not measure real jobs has nothing to show in the end.

Our response

We build a four-tier jobs pipeline, fed by productive investment: immediate jobs (labour-intensive works, data collection, tax census), skilled jobs (academy, trades school, placement), entrepreneurs (rural incubator, franchises, leased equipment), and induced jobs among suppliers, carriers and traders. The levers: secure access to land, access to financing, local public procurement, digital brigades, diaspora.

What you get

  • A jobs and inclusion plan with a published counting method
  • A clear distinction between temporary and lasting jobs
  • Access criteria for young people and women written into the programmes
  • Cohort tracking in the observatory

Central Africa context

Processing units can be run by women’s groups, with childcare and adapted hours at training sites. Local public procurement is reserved in compliance with the public procurement code. No quota or number of jobs is announced: they are set only after the baseline measurement.

Who operates it?

Who operates it?

Principle: operator, revenue and maintenance are secured before any investment.

A rural incubator, a processing workshop run by a women’s group, a training space are assets: they have a manager, revenue and an operating budget.

  • Women’s group or youth cooperative for processing units
  • Designated incubation operator, with mentoring and market access
  • Guarantee fund or leasing to equip trained entrepreneurs, backed by banks or microfinance institutions
