You exist to turn a financing agreement into results on the ground, within a constrained timetable and under permanent accountability. Your unit is not an ordinary administration: it is created for one programme, it lives as long as that programme, and it is judged on a single indicator everyone watches — the disbursement rate.
You coordinate a programme funded by the World Bank, IFAD, the AfDB or the European Union. Your budget already exists: you do not create it, you execute it. Your difficulty is not finding money — it is turning money into works, on a procurement calendar you do not control, and demonstrating it during supervision missions.

Who decides

What timetable
Three to nine months between first contact and contract. Public procurement thresholds govern the procedure, and the procedure governs the calendar.
