Your project is funded. The special account is open. And the disbursement rate stays low, portfolio review after portfolio review. The causes are neither funding nor willingness: procurement procedures are bogging down, land tenure has not been cleared, resettlement was not prepared, and the coordination team lacks the technical means to appraise what it has to appraise.

What you risk

  • As at 30 June 2026, the 21 World Bank-funded projects in Cameroon showed an overall disbursement rate of 18.7% — 20.3% for national projects, 17.2% for regional ones.
  • The causes identified are explicit: administrative delays, public procurement procedures, land tenure constraints, resettlement of affected people, and limited contracting capacity within coordination units.
  • Disbursement that falls behind means cancelled balances, extensions to negotiate, and credibility damaged for the next cycle.

What we do

We start with a bottleneck diagnosis, line by line: where the file stops, who is waiting for what, which document is missing. We then produce the technical documents that unblock — terms of reference, bidding documents, particular technical specifications, evaluation grids — and we support bid evaluation. In parallel, we deal with the two causes nobody wants to open: land tenure and resettlement, with a geospatial component that establishes site boundaries and identifies affected people.

In the Central African context

We work within the real framework of Cameroonian public procurement: purchase order below 5 million FCFA, purchase letter from 5 to 50 million, public contract with an independent observer above 50 million, and central review commission above 100 million for intellectual services — where restricted tendering is mandatory. An assignment badly calibrated against these thresholds costs six months before it even begins.
