The six phases are those of the XP-NOVA method, applied at the scale of a territory. Closing the circle is not decorative: phase 6 feeds the diagnosis of the next loop.

Data-driven territory profile (Observatory), actors, constraints, potential. Deliverable: a shared, objectified diagnosis.

A development vision and a coherent project portfolio — prioritised on published criteria. Deliverable: a portfolio validated by local governance.

Governance & financing

Studies, FCFA budgets, institutional set-up, safeguards, financing round. Deliverable: bankable dossiers.

Steered programmes

Delivery under XP-NOVA engineering: owner's engineering, works supervision, control. Deliverable: facilities and services handed over.

Local capacity

What the grid above does not show: the loop. Stage 5 produces the data that reopens an investment decision — that is what separates a cycle from a sequence of steps.

Decide, structure, build, verify, steer. Each stage has a decision to secure and a deliverable that secures it. Three cross-cutting areas — climate, carbon and skills transfer — run through the whole cycle.
