You exist to administer a territory and improve the living conditions of the people in it. Decentralisation transferred powers to you; it did not transfer the engineering capacity that goes with them. You therefore have immense needs, full legitimacy, and an ability to pay that bears no relation to either.

You decide quickly, but you almost never pay yourself: funding comes from a national programme, a development partner or a decentralisation fund. So we do not begin by selling you anything. We begin by profiling your territory using the public data in our Observatory, free of charge, and by identifying with you the funding window that can finance the operation.

Who decides

You do, quickly, with your executive. It is the shortest decision circuit of all — and, paradoxically, the least able to pay.

Where the money comes from

Almost never from your own budget. From a national programme, a development partner, a decentralisation fund. You are the beneficiary; the payer is elsewhere.

What timetable

Twelve to thirty-six months, and indirect: the time it takes for funding to be identified and mobilised.

Our role

What ODT does for you

  • We profile your territory free of charge from the public data in our Observatory — that is our first piece of work with you, and it costs you nothing.
  • We turn your development plan into a portfolio of appraised, sized and costed projects that you can put to a funding window.
  • We identify with you the funding available for each project in the portfolio.
  • We build the cadastral base your territory lacks — a condition of your local tax base as much as of any secured investment.
  • We supervise the works once they start, and certify what has been done before you pay.

What we will not do

  • We will not sell you anything at first contact. Our first act is to profile your territory, free of charge.
  • We do not propose a study you will not be able to fund: identifying the funding window comes first.
  • We do not sign with a local authority unless the source of funding has been identified — that would expose you.
