What is happening
Your situation
You are carrying a project you believe in. Financiers, however, do not yet see a bankable file: production assumptions are not substantiated, land tenure is not secured, governance is not described, and the financial model does not survive a sensitivity analysis. The project is not bad — it is not yet structured.
What you risk
- An unstructured project is not rejected: it stays under appraisal, indefinitely.
- Project preparation accounts, according to the Global Infrastructure Hub reference framework, for 5 to 12% of total cost in an emerging economy, and up to 10% in a frontier market. Under-investing upstream is the leading cause of stalling downstream.
- Project preparation supply is rationed: the African Development Bank's SEFA facility states it is at “full capacity, no new applications”.
