What is happening

Your situation

Your municipality has received facilities: a borehole, street lamps, a sports ground, a cultural centre. A few months after the opening, some no longer work. There is no manager, no revenue coming back, no maintenance line. You want to build more, but you fear the same fate.

What you risk

  • A facility that is out of service provides no service, earns no revenue and erodes residents' trust.
  • Without a manager designated before the opening, maintenance falls on a municipal budget that does not exist.
  • A funder who sees facilities out of service hesitates to finance more.

Our answer

What we do

We start from one principle: no facility is financed without a designated manager, identified revenue and secured maintenance. We first inventory what exists and its condition. For facilities out of service, we audit what blocks them and what would put them back into operation. For new ones, we size them on real demand, prepare the operating agreement with the manager, follow the works through technical clearances and organise operational monitoring. We coordinate and design, without replacing the sector authorities or the operator.

In the Central African context

Responsibilities for water, energy, sport and culture are partly transferred to municipalities, and a national operator handles water in urban areas. We work within that framework. We apply five rules: demand before concrete, manager before the opening, revenue before the grant, maintenance ring-fenced, monitoring through data.

The decisive lever

A designated manager and planned maintenance before the investment. A facility whose operator has signed before the works are accepted has a far better chance of still working several years later.
