What is happening

Your situation

Your municipality raises little in taxes and fees. Not all taxpayers are registered, markets and municipal assets bring in little, collection is done by hand. You would like to finance facilities, pay for maintenance, borrow if necessary, but your budget depends almost entirely on what comes from outside.

What you risk

  • Without own revenue, facility maintenance is never funded and facilities stop.
  • A weak borrowing capacity closes access to banks and to municipal financing.
  • Raising rates is not the right answer: the potential lies in the tax base and in the leakages.

Our answer

What we do

We seek to increase own resources without raising rates: widen the tax base, reduce leakages, make the most of municipal assets. We register taxpayers and municipal property through geolocation, build the tax register, digitalise collection through mobile payment, train staff, then build a revenue dashboard. A share of the new revenue is allocated to facility maintenance. The size of the gain is measured municipality by municipality, never as a general claim.

In the Central African context

Taxes, market fees, operating charges and felling taxes make up the usual field of a municipality. The legal framework for local finance and public procurement applies to every assignment: we say so before proposing anything. No variable fee linked to additional revenue is envisaged without prior legal validation.
