A plan that organises the operation, maintenance and follow-up of what has been built, before the works are handed over.
The deliverable of the fifth stage of the method: the sustainability plan brings together the operation and maintenance plan, the designated manager, the annual maintenance provision, operator training and the climate and health watch in the observatory. It applies the five rules of the living facility: demand before concrete, manager before opening, revenue before subsidy, ring-fenced maintenance, follow-up through data.
